Jeff founded Mark Development Corporation in 1985. The company changed its name to Mark-Taylor with the addition of Scott Taylor in 1990 and has become the dominant builder and asset manager in the state of Arizona. Jeff’s entire career has been dedicated exclusively to multifamily development and construction and since 1975 he has been involved with the production of over 35,000 apartment units. The craftsmanship and timelessness that are synonymous with Mark-Taylor are rooted in Jeff’s original vision.

Scott joined Jeff in 1990 and collectively they have developed more than 19,000 multifamily units with a current market value over $3 billion. Prior to joining Jeff, Scott was Executive Vice President with Pinnacle where he led the asset management division of the Phoenix office and CPA with Touche Ross.   Scott is responsible for Mark-Taylor’s investment strategy, financing, and operational growth. His analytic diligence underscores the entire company culture and directly translates to a history of repeat business and enduring partnerships.

CHRIS BROZINA

Executive Vice President

Chris Brozina is Executive Vice President of the Mark-Taylor Companies, responsible for the operational oversight, strategic planning and growth of the organization’s development, private equity and asset management businesses. Formerly, Chris served as Vice President of Mark-Taylor Development and participated in nearly $800 million in new development and nearly $100 million in site acquisition. Prior to Mark-Taylor, Chris was as an investment broker with CB Richard Ellis, where he transacted more than $1.59 billion in multifamily properties, consisting of 17,300 units in seven states and was part of one of the highest revenue-producing teams in CBRE’s national brokerage platform. Chris is a licensed Real Estate Broker in the state of Arizona and a member of the National Multihousing Council (NMHC) and Urban Land Institute (ULI). He graduated Summa Cum Laude from the University of Arizona.

John Carlson, President of Mark-Taylor Residential, is responsible for all operations, property portfolio performance, strategy, execution, new business development and growth. John's diverse background includes onsite property management, financial and operational management and as a manager with V-Tek, Inc., he designed electronic component solutions and conducted training/set-up programs throughout North America, Europe, Asia, Central America and Africa. John is a licensed real estate agent in the state of Arizona and a member of the National Multihousing Council (NMHC). John currently serves on the Board of Directors of the Arizona Multihousing Association (AMA), is the organization’s Chairman of the Government Affairs Committee, and is an Arizona Delegate to the National Apartment Association (NAA). He received a Bachelor of Science degree from Concordia College.

MICHAEL WILSON

Michael Wilson, Vice President of Asset Management, is responsible for oversight and performance of $2.5 billion of multifamily real estate investments under Mark-Taylor management. Michael joined the company in 2001 at the ground level, working his way through all facets of daily onsite operations to overseeing nearly $500 million in newly developed, lease-up properties for the company. Formerly, Michael was an investment advisor with the AXA Group, where he was engaged in the provisions of insurance, banking and asset management services. Credentials held included the Series 7 Securities and Series 66 Investment Advisor licenses. Michael currently holds an Arizona real estate license and received a Bachelor's degree from the University of Arkansas. He proudly served in the United States Air National Guard.

KIM ATKINSON

Vice President of Brand and Communication

As Vice President of Brand and Communication, Kim Atkinson leads the ideation, definition and execution of Mark-Taylor’s overall marketing strategy, creating connections for those who interact with the Mark-Taylor brand both internally and externally. Kim is the creator of Mark-Taylor’s signature brand campaigns, a visionary approach that leverages marketing dollar investment to boost leasing efforts. Her work has earned honors from the National Association of Homebuilders (NAHB) Pillars of the Multifamily Industry and the American Marketing Association (AMA). Prior to joining Mark-Taylor, Kim served in various marketing and communications leadership roles with Cold Stone Creamery and attended Arizona State University.

JAY DASSELE

As asset manager, Jay Dassele oversees $650 million in assets and offers his value in versatility, with a vast amount of experience in virtually all apartment investment strategies. Since joining Mark-Taylor in 2000, Jay has leased up more than 20 Class-A communities. Jay has been heavily immersed in Phoenix’s growing presence of high-density, urban core management operations. As asset manager for Crescent Scottsdale Quarter, Jay oversaw the lease up and sale of the community, resulting in a record-breaking $316,400 per door transaction on behalf of clients and investors. He is a Certified Apartment Manager (CAM) and a licensed real estate agent.

LINDA COBURN

Asset manager Linda Coburn leads a diverse $520 million portfolio of Class-A communities on behalf of third-party clients and Mark-Taylor owned and operated communities, collaborating with community teams on property performance, controlling costs and building revenue. Her client-focused approach creates trust and loyalty and her teams look to her for leadership in areas of customer service, retention, sales and marketing. Linda joined Mark-Taylor in 2009, and offers more than 25 years of experience in the multifamily industry. Before joining the company Linda was with Equity Residential where she served as a field trainer to regional managers, and oversaw a national call and leasing center. In 2014, Linda received the Arizona Multihousing Association Property Supervisor of the Year award. A native Phoenician, Linda attended California State University at San Bernardino and is a licensed real estate agent.

TJ Forster

TJ Forster is an Asset Manager for Mark Taylor Residential, responsible for managing a portfolio of properties and driving results for the owners. TJ is a Certified Public Accountant with 9-plus years’ experience in the real estate finance and development industry. Previously, TJ was a Senior Finance Manager with DMB Associates, with responsibilities that included financial oversight and investor reporting of multi-million dollar investments, including large master-planned development projects, urban developments, land holdings, and corporate financial forecasting. In addition to holding a CPA license, TJ is a licensed Real Estate Salesperson in the state of Arizona and a member of the Urban Land Institute (ULI). He graduated from the University of San Diego with a Bachelor’s of Accountancy.

MELISSA DRAKE

Controller Melissa Drake is responsible for financial oversight of Mark-Taylor's entire property management portfolio. She and her team implement accounting systems to maintain the fiscal integrity of Mark-Taylor's entire portfolio of communities. She also oversees hiring, supervising/training, develops accounting policies and procedures and the acquisition and disposition of properties.

Melissa joined Mark-Taylor in 2002 and offers 15 years of industry experience to Mark-Taylor clients. While the majority of Melissa's experience is in the numbers field, she developed her passion for the multifamily industry by working at the property level at the beginning of her career. Melissa graduated from the University of Nebraska with a Bachelor of Science in accounting.

Dillon Everett

Dillon Everett, Associate, leads the charge in fostering new business relationships and management opportunities for Mark-Taylor. Dillon is a steward of the market and works to identify communities and investor groups ideal for collaboration and partnership within the Mark-Taylor portfolio. Since joining in 2015, Dillon has been involved with the onboarding of more than $200 million in multifamily product. Before Mark-Taylor, Dillon was a professional baseball player in the Los Angeles Angels of Anaheim system. Dillon is a licensed real estate agent in the state of Arizona, is a member of the Urban Land Institute (ULI) and the National Association of Industrial and Office Properties (NAIOP). Dillon graduated from the University of Missouri where he was a member of the SEC Academic Honor Roll.

Zulema Gutierrez

As Director of Human Resources overseeing a growing workforce, Zulema Gutierrez is responsible for Mark-Taylor’s HR functions for the 400-strong employee base including talent acquisition, training and development and recruitment. She has been with the company since 2001, starting on the property side as an assistant manager, and ascending to positions of progressive responsibility with the corporate team. Zulema’s role has grown exponentially as Mark-Taylor’s workforce has expanded over the past few years. Under her leadership and creative wellness programming, Mark-Taylor employees have received full medical benefits without an increase in rates for the past three years. Due in many ways to Zulema and her team, Mark-Taylor has been named by various groups as a Best Place to Work both locally and nationally within the multifamily industry.

JESSICA RIGGS

As Director of Sales and Training, Jessica Riggs is responsible for creating and implementing training programs that are aligned with the culture of Mark-Taylor, developing career paths, establishing performance metrics, evaluating productivity, and helping team members create long-term career plans within Mark-Taylor. Leader of Mark-Taylor University, Jessica works collaboratively with management teams to identify and develop training initiatives based on each individual’s strengths and opportunities, ensuring our teams are well-rounded and aligned with each client’s investment strategies. Jessica spearheads industry relations initiatives with several industry organizations, including the Arizona Multihousing Association (AMA) and the National Apartment Association (NAA). Jessica graduated from Washington State University with a Bachelor’s degree in sociology.

Dan Regan

Director of Collections

Dan Regan joined Mark-Taylor in 2003 and oversees a dedicated team of move-out and debt recovery specialists for Mark-Taylor’s owned and third-party managed communities. A unique department to the industry, Mark-Taylor Collections is an in-house enterprise, created to personalize the recovery process on behalf of our clients and residents. By working collaboratively with residents exiting Mark-Taylor, Dan’s department is providing clients with recovery rates reaching 75%. Prior to his promotion to Director of Collections in 2013, Dan served as a Community Manager of several Mark-Taylor communities, providing him with keen insights from his years of working directly with residents, clients and onsite teams.

Tracy Mendoza

District Manager

District Manager Tracy Mendoza’s critical role is to provide a consistent motivational voice with onsite teams, by leading, mentoring and recognizing outstanding performance, while being instrumental in transitioning new managed communities and establishing new lease-up projects. Tracy joined Mark-Taylor as a leasing agent more than 15 years ago, and has progressively grown her responsibility through her compassionate, engaging and real-world outlook. Tracy creates loyalty and trust among Mark-Taylor’s highly passionate and energized employee base, while ensuring that Mark-Taylor standards are the highest in the industry. Tracy’s industry accolades include recognitions from the Arizona Multihousing Association (AMA) for Manager of the Year and Property of the Year. She is Community Apartment Manager (CAM) certified and teaches courses through the AMA. Tracy is a graduate of Central Michigan University.

Dale Phillips

President Emeritus

After serving as President of Mark-Taylor Residential from 2002-2016, Dale Phillips serves as President Emeritus. Dale’s calling is and has always been an exceptional understanding of the customer experience and devising innovative ways to reach them through consistent branding. His current mission is to create an unprecedented level of physical consistency and top-notch customer service at each of Mark-Taylor’s managed communities. Dale joined the company in 1995 as an Asset Manager and since that time has had a variety of roles working closely with asset managers, property and service managers and operations staff on building a culture of ownership and pride. With the size and scope of Mark-Taylor’s portfolio at a critical mass and growing, the company’s commitment to customer experience has not and will not waver. Dale’s focus in this arena provides Mark-Taylor a significant advantage and reinforces our duty to our clients.

Ashley Tran

District Manager

District Manager Ashley Tran’s role is to work alongside the Asset Managers to bring motivation, team development, support and mentorship to the onsite teams.  Beginning her career with Mark-Taylor 9 years ago, she has grown her knowledge of property operations by filling the roles of Leasing Consultant, Assistant Manager, and Community Manager.  In addition, she has led on-site teams in the transition process for more than 10 property acquisitions.  Ashley is very passionate about ensuring Mark-Taylor standards are always industry-leading and enjoys sharing her knowledge and experience with others. Ashley has received nominations through the Arizona Multihousing Association (AMA) for Assistant of the Year and Best Team and Property of the Year, in addition to being named Mark-Taylor Manager of the Year.  She is a graduate of Arizona State University with a Bachelor of Arts in Psychology and is a licensed Real Estate Agent in the state of Arizona.

Mark Wilson

Director of Service

Mark-Taylor Residential

Mark Wilson is responsible for providing support, training, and direction to the community service teams to ensure an exceptional level of maintenance quality and consistency. Mark joined Mark-Taylor in 1992, and over his career Mark has opened, punched units, and completed a total of 27 class-A communities throughout the Phoenix Metropolitan area.  In doing so Mark has a true understanding and first-hand experience of the expectations set forth by our diverse ownership groups.  Years ago he took on the challenge of starting Mark-Taylor’s safety program, and today serves as Director of Safety.  Mark has obtained certifications in OSHA Compliance and Workplace Safety, with the Arizona Department of Safety and Health in Training and Safety Management, and is a member of the Arizona Chapter of National Safety Council. He is certified in CPR and Emergency Planning, HVAC, and is a Certified Pool Operator. Some of Mark’s awards include the ‘Mark-Taylor Service Professional of the Year’ in 2003, ‘AMA Maintenance Supervisor of Year’ in 2006, and ‘Best of the Best SCF Safety Program Award’ in both 2004 and 2006. 

DOREEN GANNON

Vice President of Development Operations

Doreen Gannon is responsible for administering contractual obligations, due diligence, title and escrow activities of new site acquisitions, financing and asset disposition. She executes day-to-day corporate administrative business functions. Doreen joined Mark-Taylor in 1994, and since has been involved in the development of more than 15,000 multifamily units. Prior to Mark-Taylor, Doreen was an escrow officer with Fidelity National Title in California.

KEVIN MULLANEY

Vice President of Construction

Kevin Mullaney joined Mark-Taylor in 1993 and is responsible for project budgets, purchasing, contracts and administrative field operations for all projects under development. As a licensed general contractor, he has extensive knowledge of engineering, architecture, estimating and purchasing – a result of more than 40 years in construction management.

In addition to multifamily projects, Kevin has experience in single family as well as commercial construction in California, New Mexico and Arizona and as a result has managed the construction of over 13,000 combined single family and multi-family units in his career.

JOE LEWANDOWSKI

Vice President of Field Operations

Joe Lewandowski oversees all construction operations including the management of project superintendents, quality control standards and day-to-day field operations. Joe has worked with Jeff Mark for over 35 years as part of JL Mark Builders and Mark Development, framing and developing more than 20,000 luxury apartment units in the southwest. 

Joe is also the qualifying employee for Mark-Taylor’s Contractor’s Licenses in Arizona, Nevada and New Mexico.

ROB ORME

Principal Architect

Mark-Taylor Development

Rob Orme is responsible for site planning, building design, construction approval and administration for all communities developed by Mark-Taylor. He coordinates the developments from initial site planning, zoning entitlements, and design development through construction documents preparation, municipal approval, construction administration and final occupancy. Rob came to Mark-Taylor in 1999 with a keen understanding of the challenging nuances of multi-family design and development. His portfolio of multi-family projects consists of award-winning communities between 150 and 600 units totaling more than 8,500 apartment homes. Rob graduated from California State Polytechnic University, and is a licensed architect in Arizona and Utah.

STEPHANIE KOONTZ

Stephanie Koontz is responsible for the oversight of all development accounting activities as well as corporate reporting throughout the full lifecycle of a project; from land acquisition to final permanent financing or sale of a property. This includes construction accounting management, execution of construction loans, equity and tax reporting, development of accounting policies and staff training and support. She joined Mark-Taylor in 2012, as part of the Development Team, bringing years of office and retail construction accounting experience as well as property management accounting knowledge. Prior to working in real estate, Stephanie was in the financial services industry for 17 years, holding the Series 7, Series 24, Series 65 and Series 8 securities licenses and insurance license. Stephanie graduated from the University of Arizona with a bachelor’s degree in finance and earned a Master’s degree in accounting from the University of Phoenix.
